In Hawaii, public charter schools are authorized by the State Public Charter School Commission (SPCSC). These schools operate under contract with the Commission, which provides oversight and accountability. Title I, part of the Elementary and Secondary Education Act (ESEA), provides supplemental funding to schools with high concentrations of students from low-income families. Title I funds can be used to support school-wide programs or targeted interventions to improve student outcomes.
